Doctor of Laws (DPhil) from the University of Oxford and Master of Laws (LL.M.) from Harvard University. He studied Law, Philosophy and Economics at Universidad Javeriana. He currently serves as a Constitutional Court Substitute Justice (Conjuez), appointed by the Full Chamber. In 2025, he was recognized by Legal500 as the Top Lawyer in Competition Law. With a distinguished public-sector track record, he has held high-impact positions: Director of the Communications Regulatory Commission (CRC), Superintendent for Competition Promotion and Acting Superintendent of Industry and Commerce (SIC). His practice covers competition law, personal data protection, corporate law, telecommunications regulation and economic regulation. With 25 years of academic experience, he has lectured at Columbia, Harvard and Oxford, and has spoken at international forums of the OECD, UNCTAD and ITU.
